The research relied on the analytical desk method by reviewing scientific sources, reports, and related intervention programs. The challenges were organized into four main axes: social challenges (social stigma, weak support networks, disrupted family relations), economic challenges (unemployment, limited professional skills, weak financial stability), educational challenges (low qualifications, skills gap, limited access to continuous training), and organizational challenges (lack of coordination between entities, fragmented services, limited follow-up after release).<br \/>\nThe research also discussed multi-level empowerment mechanisms, including psychological and social empowerment, life skills building, economic empowerment through training, employment, and entrepreneurship, and improving access to education and rehabilitation, in addition to developing governance, institutional coordination, and follow-up services.
