Abstract

Parliamentary councils are speech councils, and this speech is the basis of parliamentary action, which is often stipulated in the constitution and regulated by Parliament in its internal system, as it is the most capable of regulating its internal affairs. Parliamentary, so the right to speak in the parliamentary session must be granted to these groups according to the role each of them plays as a representative of the people, or the government that was born from the womb of the Council, and in order to organize the study of this research we address the definition of the right to speak and its basis in the first requirement, and we single out the second requirement to address Those who have the right to speak.
