Abstract

           The majority of constitutions include provisions related to respecting economic and social rights, as well as providing constitutional guarantees in many areas, including work and education for people with disabilities and special needs. These special rights for people with disabilities have also been announced in agreements and treaties, and this is what we see clearly in the Universal Declaration of Human Rights. Which was issued by the General Assembly of the United Nations in 1948, as well as enshrined these rights in the International Covenant on Civil and Political Rights and the International Covenant on Social, Economic and Cultural Rights of 1966, as well as the Convention on Persons with Disabilities, which was issued by the United Nations High Commissioner for the year. From here, we will try in our research, God willing, to show in an analytical way the constitutional texts, international conventions and charters, as well as in a comparative way between some countries compared with the Constitution of the Republic of Iraq for  year 2005, and to clarify the position of the Law of Care for the Rights of Persons with Disabilities and Special Needs No. 38 of 2013, and this will be from While reviewing our research on constitutional guarantees of economic and social rights for people with disabilities in constitutions.
