Abstract :

The promotion is considered one of the most important advantages that a public employee gets during the job service because it raises the employee’s ranking in the career ladder, which leads to high consequences and an increase in his powers, so that he is at the top of the career pyramid.

The administrative body had to reconcile the employees ’desire to promote and the administration’s need to limit the promotion to occupy the most important jobs to the competent ones. Anarchy prevailed, as the employee’s greatest incentive for diligence is his hope for promotion, and the researchers endeavored to choose the best way to reconcile all these considerations and reach legislation that guarantees protection of the public employee’s right to do so.
