Abstract

The current era is characterized by being the era of scientific and technological revolution, and every day witnesses new inventions and discoveries in various fields. Sciences such as electronics, chemistry, and life science are witnessing huge leaps that have contributed to changing the quality of life around us, and scientific personnel are the basis of this change. From here comes the interest in this study in two phenomena. The first is the lack of the role of science in developing countries in contributing to the process of change in the complexes of these countries, and the second is the large migration of scientists from developing countries, whether this migration is external or internal.
In this study, I try to answer the reason for the existence of these two phenomena and how to change the picture. The study attempts to answer and does not claim the possibility of providing solutions to all the issues raised by the topic of technology. However, there is a need to reveal the sources of error around us in a scientific and objective manner.
Undoubtedly, any study represents the effort and viewpoint of the researcher, and because it is an individual effort, it does not reach the point of perfection and comprehensiveness, but it is presented through a call for a collective effort (whether by Arab countries or their organizations) to study the Arab motivation in a comprehensive manner and to carry out future studies on the Arab world and complex problems. The deterioration and decline that our Arab nation is going through, especially in recent years, at all levels, especially the economic one, otherwise we will face many surprises that target our capabilities and wealth.
We live in a constantly changing world, and this change depends on objective scientific analysis, far from desires and emotions. In this analysis, we use a huge amount of information and it is carried out by a group of scientists from various specializations.
We must understand the realities of the times and its developments and provide solutions to our problems, relying on ourselves, because relying on others to provide solutions to our problems only leads to more problems and tragedies, and this does not mean isolating others, interacting with them, and benefiting from their experiences, especially those who have reached advanced stages and with limited capabilities, such as the countries of Southeastern Asia and the rest of the countries of the world, who have reached the ranks of developed countries in all areas of life, which we will reveal in this study, especially in the conditions of economic depression in the world in the context of the Corona pandemic, and how to confront these conditions.
In addition to the lack of political stability in developing countries in more than one country, which has increased the gap between developing countries and developed countries, and the Western phenomenon in the Arab world that any change in the political system of any country causes scientists and experts to flee or migrate to developed countries, which constitutes a clear shortage of scientific competencies. And the process for these countries.
