Abstract

The budget expresses a key role played by the state in achieving public services and meeting public needs. At a time when expenditures and the volume of due financial incomes appear, this explains that the budget plays the role of women as a reflection of state finances. The concept of the budget has evolved with the development of the state’s role. To be part of a broader program in which the total economic and financial activity of the state is reflected. Naturally, the development of the budget did not appear suddenly, but once in several stages, each stage had a specific direction for the budget that affected its content and form.

The general budget, in its narrowest definition, is a financial plan that includes an estimate and approval of the state’s expenditures (expenditures) and the state’s financial incomes (revenues).

The title of the thesis came to present the performance of Arab budgets for the period (2000-2020) to prove the extent of performance carried out by the budget in Iraq.
