Abstract
The Iraqi agricultural sector has a number of forward and backward interdependencies that make it a link within a series of sectors that make up the national economy, and the agricultural sector in Iraq, as the facts indicate that it was affected by the political, economic and legislative changes that it witnessed over time, and thus this impact was reflected on the effectiveness of the contribution of this sector In important variables in the Iraqi economy, and accordingly, the technological ability of society is the real source of its wealth and the main pillar of its progress, as technological change has become the true measure of the growth and prosperity of economies, so the research aimed to measure the impact of technological change using the sublime logarithmic production function (superior) of the data of the Iraqi agricultural sector (power agricultural labor force, agricultural gross fixed capital formation, chemical technology, and mechanical technology) for the period (1990-2020). Negative and contrary to economic logic by (- 0.69),As for the rate of technological change, it is relatively low during the study period, despite the fact that (BTT) the rate of development of technological change is positive, reaching (0.12) during the study period and one of the most important recommendations adopted by the study is the introduction of the method of modern technical progress in line with the programs of agricultural industrial countries and this requires a special budget by the Iraqi government As it was necessary for the government to leave a mark in the
agricultural sector and the problems in the state budget and the people’s sustenance are not limited to oil only, by raising the role of the Ministry of Agriculture and Water Resources, which contributes effectively to raising and improving the national product to contribute to participating in the
government budget so that it has a role like other Other sectors such as the oil sector.
