Abstract

The function of administrative control is as old as the state itself , as it is a necessary and essential function for protecting society and  safeguarding elements of public order, Without it ,chaos reigns and societal balance is disrupted.

Thus, administrative control  is not a fulfillment of the desires of the administrative authority, but rather stems from the desire of individuals to regulate their activities and preserve their rights and freedoms .Individuals transgression of the boundaries of others property requires administrative control authorities to take action against them, utilizing their legal powers.

The administration exercises administrative control powers to regulate cities and urban planning in a manner consistent with population expansion, particularly in urban, industrial, and residential areas .It possesses control powers to limit violations that violate the basic designs of cities, to achieve a balance between conflicting interests, between individual rights and the public good, and to prevent abuse of powers granted to the administration .

Therefore, the organization of cities and their urban planning is a reflection of the culture and civilization of society, and also preserves the elements of public order in the state.
