Abstract

There is no doubt that children are one of the most vulnerable groups in society, because children, due to their young age and not reaching the stage of intellectual and physical development, cannot defend themselves against the hardships that befall them, so priority should be given to them. Basic and natural rights are not only necessary and self-evident, but also a right and responsibility for real and legal persons. Civil liability has found an independent title in our days in the field of important legal issues. The important purpose of this article is to conduct a comparative study of civil liability, which is a combination of the terms civil liability and child abuse, both from the point of view of civil rights in Iran and Iraq, and to clarify the scope of civil liability for children, a large percentage of whom constitute society. It is necessary and necessary. On the other hand, while the victims are compensated, no loss in society remains without compensation.
